I introduced another measure,
S2300, to achieve the
same
end by
diverting
to rural States
a larger share of the $85 billion now paid by the Federal
Government each year for goods and services,
It provides a credit of one per cent
on contracts to be performed in cities of 250, 000 or less, two per cent for those
under 100, 000,
and three per cent in communities of 50.000 and below.
ALWO
per
cent preference would
also be allowed in areas of above-average unemployment,
underemployment, or outmigration.
