It is 95% polyester and 5% Spandex, so there is a little bit of give but not a lot. The fabric is a lightweight material with a tiny bit of texture to it, almost like a Seersucker. I just took some more measurements, and it's pretty much 22 inches throughout, pit to pit, waist, and shoulders. The length is approximately 34 - 35 inches.
New Without Tags. We got this dress when we purchased a large number of new women's dresses. Some have tags and some don't. This is new and never worn.
